It cannot be argued that the non-graduates have any claim to the Headship
because of their far greater number of years of service. In fact, the non-
graduate, Miss Newsholme, is senior to the graduate, Miss Bascombe, by 5 months
only. The non-graduate, Miss Anderson, is senior to the graduate, Miss Brown,
by 3 months only. The non-graduate, Miss Steele, is senior to the graduates
Miss Stephen, Miss Curtin and Miss Gray by 15-16 months.
7. The graduate mistresses do not dispute the fact that even the uncertificated
mistresses may be good teachers. But in other professions people are not allowed
to practise at all, let alone be appointed to the highest positions in that pro-
fession, without the necessary professional qualifications. Therefore the
graduates maintain that, in appointment to the head ship of the Belilios Girls'
Secondary School, only those with professional cualifications as required for
such posts in great Britain, and almost everywhere in the world, should be
considered.
The graduates wish to emphasize that they do not suggest that a university
degree is the only qualification necessary for appointment to the headship of
a Girls' Secondary School, but they maintain that it is an essential one.

Briefly the position is this.
Non-graduates who in England could obtain a
maximum salary of £342, receive more than this, namely £360 on first appointment
in Hong Kong, and can rise to £950. Graduates receive the same initial salary,
and, though in England they can rise to an Inspectorship at an initial salary of
£1,000 per annum, in Hong Kong several have no chance of reaching even £750.
